ComplianceBridge vs PowerDMS: which policy management platform fits your organization?

Same policy lifecycle. Very different scope.

The short answer

Both products cover the core policy lifecycle: drafting, review and approval, distribution, e-signature attestation, and comprehension testing. The difference is scope and shape. PowerDMS is a public-safety-first document system with a native mobile app and packaged accreditation-standards libraries. ComplianceBridge is a configurable GRC platform: its Policy product sits beside Risk Assessment, Audit, Incident, Conflict-of-Interest, and Corrective Action modules, with workflows tailored to how you already work, an open API at the Platinum tier, a dedicated Client Success Manager, and pricing tiers you can read before you talk to sales.

About PowerDMS

PowerDMS is a policy and document management platform owned by NEOGOV since 2020. Its policy product (PowerPolicy) is sold mainly to law enforcement, fire/EMS, corrections, and healthcare organizations, alongside accreditation, training, scheduling, and wellness modules.

Question ComplianceBridge PowerDMS
Policy lifecycle

Can we draft, review, and approve policies in one place?

Edge: Both1,3,11,12
Yes. Draft in Word or the built-in HTML editor, collaborate on one central document, and route it through an advisory and approval process you define. Nothing is ever deleted, so every version stays auditable. Yes. Version-controlled editing with Word and Google Drive integration; Review and approval workflows are part of the Professional plan.

Can I build my own approval workflows?

Edge: ComplianceBridge7,10,11
Yes. Workflows are configured to your process during onboarding and can be saved, copied, and edited per department; Platinum adds staged workflow templates and advisory staging. Workflows are available, but customers on Capterra ask for the ability to create their own and note that separate review and approval workflows can’t be combined.

Can we compare a new version against the previous one?

Edge: Both1,10,14
Yes. Compare / previous-document view is included at Platinum, and older versions remain available for audits and court requests. Yes. Side-by-side document comparison is included in the Professional plan.

Will the system remind owners when a policy is due for review?

Edge: Both3,10,12
Yes. Automated reminders and automated expiration notices are built in, and reminders can be re-sent to individuals or groups indefinitely. Yes. Annual review reminders and activity tracking are standard.
Attestation & training

Can we prove who read, understood, and accepted a policy?

Edge: Both1,11,12
Yes. Read receipts, acknowledgments, e-signature attestations, and test results feed a compliance dashboard that drills from organization to group to individual. Yes. Signature capture with dashboards for outstanding signatures, plus reporting and historical records (Professional plan).

Can we test comprehension after distribution?

Edge: Both1,10
Yes. Testing and questionnaires are included at Gold and Platinum, with results visible next to sign-off metrics. Yes, as an add-on: tests for policy and training comprehension, plus course creation and certificate tracking.

Do we need employees to have an app installed?

Edge: PowerDMS2,14
No. ComplianceBridge is browser-based, so staff open policies from any phone, tablet, or computer with no install. Optional. PowerDMS ships iOS and Android apps with offline document access, which helps officers in the field.
Beyond policy

Can we run risk assessments in the same system?

Edge: ComplianceBridge1,3,13
Yes. Risk Assessment is a separately licensed module on the same platform, with configurable scoring workflows. No risk-assessment module appears in PowerDMS’s product or plan lists.

Can we manage audits, incidents, corrective actions, and conflict-of-interest disclosures?

Edge: ComplianceBridge1,3,13
Yes. Audit Management, Incident Management, Corrective Action Plans, and Conflict of Interest are all modules of the ComplianceBridge GRC suite. Not offered. NEOGOV sells adjacent public-safety products (internal affairs, early intervention, scheduling), but not GRC modules of this kind.

Can we build custom forms and routing for other compliance processes?

Edge: ComplianceBridge1,10,13
Yes. Dynamic Workflow Forms let you create forms and routing for any process without code. Forms are an optional add-on for Gold and Platinum policy plans. Not a listed capability. Discussion threads and group messaging exist, but there is no general form builder in the plan descriptions.

Does it come with accreditation standards (CALEA, TJC, etc.) pre-loaded?

Edge: PowerDMS1,2
No packaged standards library. Standards can be tracked as documents and categories, but ComplianceBridge does not sell accreditation manuals. Yes. PowerStandards is an add-on with manuals from 40+ accrediting bodies including CALEA, TJC, DNV, and NCCHC.
Platform & integration

Is there an open API?

Edge: ComplianceBridge4,10
Yes. An open API is an optional item for Platinum, alongside Active Directory real-time authentication and SSO for Gold and Platinum. In beta. PowerDMS’s own learning center says the API is in beta, carries a usage-based fee, and the customer is responsible for building the connection.

What integrations and SSO are supported?

Edge: Both5,6,10
SSO and real-time Active Directory authentication (Gold and Platinum), batch import, and a public portal for externally facing policies. SSO via Okta, Azure AD, and Google Workspace; PowerDMS Sync for Active Directory user provisioning; Word, Google Drive, and OneDrive editing.

Can policies be published in multiple languages?

Edge: ComplianceBridge1,12
Yes. Any document can be distributed in multiple languages, and notification and acceptance text can be localized. Not listed among plan features.
Security & hosting

Where is our data hosted and how is it protected?

Edge: PowerDMS5,11,12,15
Each customer gets their own database on U.S. servers with multi-layered security, regular penetration testing, daily local backups, and weekly encrypted remote backups. Hosted on AWS GovCloud; SOC 2, HIPAA, and CJIS attestations, FedRAMP Moderate (2025) and GovRAMP (2026) under NEOGOV.
Pricing & support

Can I see pricing tiers before I talk to sales?

What support and training do we get?

Edge: ComplianceBridge6,7,10,11

Fit

Who is each product built for?

Edge: Depends2,13,14
Higher education, healthcare, local government, public safety, financial services, manufacturing, and any regulated organization that wants policy plus wider GRC in one system. Law enforcement first (5,000+ agencies), then fire/EMS, corrections, municipal government, and healthcare.

Why ComplianceBridge?

  1. One platform for policy and everything around it

Risk assessments, internal audits, incident reports, conflict-of-interest disclosures, and corrective action plans live beside your policies, so a finding can become a policy revision and a CAPA without exporting to another tool.

    Sources: 13

  2. Workflows shaped to your process, not the other way round

Approval routing is tailored during onboarding and can be cloned per department; Dynamic Workflow Forms extend the same engine to any compliance process without code.

    Sources: 11, 13

  3. Transparent tiers and an API you can plan around

Silver, Gold, and Platinum feature lists are published, and the open API is a listed optional item at Platinum rather than a beta program.

    Sources: 4, 10

  4. A named Client Success Manager

Every account gets 1:1 support from a Client Success Manager plus weekly instructor-led webinars, which shortens the time to a fully adopted rollout.

    Sources: 10, 11

  5. Nothing is ever deleted

Every document, event, and user action is retained in your own database for as long as you are a customer. That is the audit trail public-safety and healthcare teams need in court or a survey.
